Passive housing offers the best answer to reduce energy costs in a permanent way.
Bob Stuart's note re the British Columbia debacle is correct but Passive housing is not a system build but a way of reducing energy through thermal design. The passive way of building can be adapted to any building style or method.
I am a traditionalist in terms of building and masonry or timber frame housing both work well in passive houses.
The unique advantage of passive building is the ability to measure thermal performance. This gives home owners certainty when buying a house.

Flywheel energy storage is a clean, green, economical alternative energy source. A flywheel can be recharged countless times and has a long shelf life. Flywheels can be used for phenomenal improvements in both transport and home power generation. I hope this standard has been well tested in all jurisdictions. When British Columbia tried to improve construction methods, they built a decade's worth of black mold incubators.

Several standards organizations and green building organizations (the International Code Council (ICC), the American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE), the U.S. Green Building Council (USGBC), and the Illuminating Engineering Society of North America (IES)) worked together to develop a model green building code, which was promulgated just this past year: the International Green Construction Code (IGCC).

This was a huge industry development, as states and local governments (and other countries) can now refer to and adopt the code rather than struggling through researching and defining their own standards of acceptable materials and practices. This adoption process has started - you can see a fairly current list of adoptions here: http://www.iccsafe.org/gr/Documents/stateadoptions.pdf.
Here's a link to an article about the barriers to code acceptance:

I also believe that residential areas would be better fit with a building standard , such as area/size/space, but what are all the building materials?, and what are they made out of?, I personally the best material to make homes out of is Plastic.

Plastic? Recycles plastic? There are some great green building materials out there... The trick will be to determine what we can really mainstream based on several factors.
I run a fledgling directory (and peer review resource), but there are absolutely some great places to source materials out there. For a free look at a green building information resource guide my company put together, visit: http://www.rateitgreen.com/green-building-101. This is a listing of 1000 resources for learning. The idea is to save people some research time so they can spend more time building green. It's just a complement to our product and service directory, along the same line of getting more green building information out there.
