I think that this is a pretty good idea. Using a universal turbine on trucks. But I do have one question. What truck parts would be affected by using this universal turbine?

In a flywheel, it is the speed of the mass that counts. To quadruple the energy storage, you can double either the average diameter of the mass, or the RPM.

Why not just install an extra battery which will be used exclusively to power those electronics? The engine-driven alternator is much more efficient than any other externally installed turbine-driven generator, which will degrade the truck's fuel consumption rate.

Bob, that’s a big question. So let me try to answer this question without breaking all or some of the laws of physics. Basically, what I have is simply a buoyancy wheel with some integrated features which makes it very compact and great for indoor /outdoor all-weather use. First, you have a power source that is connected to a control module on the front of the enclosure. This power can come from a renewable or non-renewable source to power a plurality of linear actuators inside the enclosure. The power that is consumed during use is minimized because of the buoyancy of the spinning wheel. This system utilizes a proprietary flywheel that weighs well over 70% less than a flywheel of the same diameter. As you already know, if you can increase the size of the flywheel without having any weight issues the system will have a good chance of being more effective. And that’s basically what I have done. A good working RPM for my system falls between 6-25 RPMs depending on the turbine that is being used and the diameter of its shaft and attached gear. Yes, it is extremely slow (longer life) but very quiet and efficient. I’ve researched this system using both electrical and pneumatic actuators and both have pros and cons. And to finally answer your question, it is buoyancy that turns the turbine. Hopefully I have answered your question and thanks for the interest.

Given that you have a power source, why insert this turbine between it and the electronics? The buoyancy wheel sounds like a variation on the overbalancing wheel, a perpetual motion scheme that has been regularly beguiling people for almost a thousand years.
