Overview: In this Idia We will Able to Rotate the shaft of the Electerical Generator by using the Buoant Vanes Under the Water in Static State without any Other Flow.In otherword We can Convert The Buoncy Force on Buoant Bodies to Electerical Energy Under the Static Water in a Reservoir.

The "Level Change" comes by permanent magnets that can move the gravity center of many vanes that pass through the shaft of the Generator. we can use this method for electric producing without water too(in atmosphere).
assume there are many holes along the shaft in various positions that many vanes can pass through them and every vane's gravity center can moves by a permanent magnet at special time(when the vane rotated 180 degree). This arrangement of the vanes along the shaft causes that other vanes help to rotate one special vane at special time that told before. this causes to continue the Rotation of the main Shaft of the Generator.
In the other word the change of the gravity center of vanes comes from permanent magnets and the Rotation Continuing of the Shaft comes from weights of The other vanes at every Special time.
